Ian Goldin was the founding Director of the Oxford Martin School from 2006 to 2016. He is currently Director of the Oxford Martin Programme on Technological and Economic Change. Before coming to Oxford, Professor Goldin was Vice President of the World Bank (2003-2006). He served on the Bank’s senior management team and led the Bank’s collaboration with the United Nations and other partners as well as with key countries.
From 1996 to 2001 he was Chief Executive and Managing Director of the Development Bank of Southern Africa and served as an advisor to President Nelson Mandela. He succeeded in transforming the Bank to become the leading agent of development in the 14 countries of Southern Africa. During this period, he served on several government committees and boards, and was Finance Director for South Africa’s Olympic Bid.
He has also been Principal Economist at the European Bank for Reconstruction and Development (EBRD) in London, and Program Director at the OECD Development Centre in Paris, where he directed the Programs on Trade, Environment and Sustainable Development.
Guohua Yang is a professor at Tsinghua University Law School. Prof Yang participated in the negotiations on China WTO accession and drafting of the Accession Protocol and Working Party Report; he led a group of experts checking Chinese laws and regulations against the WTO rules and China commitments; he was the first Director and later Deputy Director General for WTO Legal Affairs within the Ministry responsible for WTO cases related to China. Prof. Yang strongly advocated for the multilateral trading system represented by the WTO. He has a rich background on trade policy-making and international cooperation. He is Executive Vice Chairman, WTO Law Research Society of China Law Society; Member, Indicative List for dispute settlement panels, the WTO Secretariat; Associate Editor, Journal of World Trade. He was IP attaché at the Chinese Embassy in the United States, Washington, D.C. (2006-2008) and WTO Appellate Body member candidate (2016). He is also a member of Multi-party Interim Appeal Arrangement (MPIA).
Delei Peng is an associate professor and deputy director of the International Affairs Office at East China University of Science and Technology. In recent years, Dr Peng has published nearly 50 articles, including in the Journal of World Trade and two monographs in international trade and investment law. Dr Peng chairs several national research programs, including the National Social Research Programs (2014, 2019). He is also a visiting researcher at the Asian Law Research Center of Shanghai Jiao Tong University, and council member of Chinese Society of International Economic Law, World Trade Organization Law Research Society of China, Shanghai International Law Research Society. Dr Peng is an external reviewer of WTO Annual Trade Report (2020).
